These are very nice old Third Reich whistles, both handmade by real craftsmen from genuine animal horn. They are made to be hung from a lanyard and carried in the breast pocket of a uniform.

Every uniform German cop and Military Policeman had one, and they used them often for traffic and crowd control. This precise type of whistle was widely used in the Hitler Jugend (HJ or Hitler Youth), Wehrmacht and Waffen-SS units as well, and one can often read of a whistle signal being used to order Panzers to move or to fire.
The black whistle (ABOVE) 3-3/4 inches long by 3/4 inches in diameter and has the letters PAX burned into the right hand side. It has a ball inside and produces a very shrill whistle. There are teeth marks from use on the bottom side of the mouth piece.

The brown whistle (RIGHT)) is 2-5/8 inches long by 11/16 inches in diameter. It has no ball inside but has a finger hole to the rear so it can be made to produce a very shrill two-tone sound. There are teeth marks from use on the bottom side of the mouth piece.
