It is the Deutsches Reich: Gau- und Verwaltungseinteilung (German Empire Gau and Administrative District) map which shows the entire country of Germany plus the occupied territories in the east.

The names of the Gaue are set out in black, while the Administrative Districts are in red. The capitals of the Gaue are underlined in black, and the capitals of the Administrative Districts are underlined in red.
